Children's Hospital Requires Helmets

The Children's Hospital of Denver, apparently, is requiring motorcyclists to wear helmets, on next year's Toy Run.
An article was posted on the Colorado ABATE website explaining that hospital officials will not allow riders to participate in the benefit event if they don't wear a helmet. Colorado is a state that permits riders to go helmetless.
I'm not exactly sure if The Children's Hospital will refuse your donation if you show up without a helmet. Moreover, the Colorado ABATE website does not explain why the hospital made this decision.
Also, I don't believe this is even the hospital's event. It's actually coordinated by the Rocky Mountain HOG chapter.
So, might this be the start of charity events that discriminate against bikers who choose to ride without a helmet?

Colorado Helmet Bill Passes

Colorado's legislature has passed HB 1117, and awaits the signature of the Governor.
This bill targets minors only. Anyone under 18 years of age will be required to wear a helmet. Adults still have freedom of choice.
Based on the mood and the words used by various motorcycle rights organizations, it sounds like the Governor's signature is all but a done deal.
The law will go into effect on July 1, 2007.
